PROJECT TITLE: Local Development for the consolidation of Peace in Mozambique – Sub-programme for the Province of Sofala (DELPAZ Sofala)

POSITION: International Team Leader

STARTING DATE:  1st Quarter 2021

CONTRACT PERIOD: 24 months (with the possibility for extension until project closure)

LOCATION: Beira, Mozambique

 

The Austrian Development Agency (ADA) has been delegated by the European Union (EU) to implement the sub-programme for the Province of Sofala of a strategic project focusing on the local development for the consolidation of Peace in Mozambique (DELPAZ).

The DELPAZ Sofala project with a volume of EUR 10.5 Mio. will be implemented in Mozambique’s Sofala Province over a period of 50 months.

The overall objective of the DELPAZ project is to contribute towards consolidation of peace at subnational levels in Mozambique.

While specific objective 1[1] will be implemented by UNCDF; AICS and ADA are responsible for the implementation of specific objective 2:  to improve the livelihoods of rural communities in conflict affected districts, with a special focus upon women and disadvantaged groups. ADA will implement specific objective 2 in Sofala Province, while AICS is responsible for implementation in Manica and Tete Provinces. The three main intended outputs of DELPAZ Sofala are:

  • Enhanced public investment and service provision in target districts and rural municipalities (with a focus on increasing access to water and sanitation)
  • Increased adoption of climate smart and productivity enhancing agriculture technologies and practices by conflict affected communities
  • Enhanced market integration and off-farm economic activities of conflict affected communities

ADA is the Operational Unit of the Austrian Development Cooperation (ADC). It is in charge of implementing all bilateral programmes and projects in ADC partner countries and administers its budget.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Head of Office for Development Cooperation (ODC) in Maputo, the International Team Leader will be responsible for detailed planning, initiating, facilitating and managing project activities and measuring performance and reporting on project results and outcomes. He/she is responsible for the overall implementation of the Action according to the Delegation Agreement (DA), National Steering Committee (NSC) and Provincial Steering Committee guidance. This position is based in the project management office in Beira which has to be set up with frequent trips within Beira province, to the ODC office in Maputo, and occasionally abroad.

 

Specific duties and responsibilities include:

  • Results-oriented technical and financial management including the preparatory, inception and closing phase;
  • During the inception phase coordinate the setup of the project management office and team in Beira in collaboration with the ADC Office in Maputo;
  • Following the completion of the inception phase studies (e.g. baseline studies) adjust logframe and current DoA, budget, work plan as well as the POM (Project Operational Manual), as needed;
  • Regularly monitor and analyse the project environment and timely adjust the implementation as needed in line with EU and ADA regulations;
  • Lead and supervise the project team in the field office (approx. 15 staff);
  • Select short- and/or long-term experts, provide overall coordination and monitoring of the experts’ performance;
  • Ensure compliance of procurement and grant award procedures with EU and ADA regulations;
  • Effectively liaise with government counterparts and the donor EU Delegation, as well as with the project stakeholders (e.g. UNCDF and AICS), beneficiaries, other donors and the public;
  • Organize Provincial Steering Committees meetings and assure implementation of its recommendations;
  • Ensure compliance with ADA’s Environmental, Gender and Social Impact Management (EGSIM) Manual and other relevant standards; e.g. Quality Criteria for Private Sector Development;
  • Coordinate monitoring activities including monitoring visits to districts, backstopping missions from ADA HQ, analysis and aggregation of data collected;
  • Contract and support external audits and evaluations;
  • Regularly monitor potential risks and develop and implement risk mitigation measures;
  • Prepare regular progress project reports (narrative/financial) and coordinate the reporting process with the ADA team in the ADC Office and ADA HQ;
  • Ensure high EU and ADA visibility in line with the project’s communication and visibility plan;
  • Carry out any other duties as required by the supervisor.

 [1] Specific Objective 1 aims at strengthening Inclusive Local Governance in selected provinces and conflict affected districts.

REQUIREMENTS AND QUALIFICATIONS

  • University degree or equivalent professional development in Development Studies, International Relations, Human Rights, Peace and Security Studies, Economics, Business or Public Administration, Engineering, Rural Development or other related field; a post-graduate degree (Master level or higher) is an asset;
  • Minimum 7 years in managing international development programmes and projects of similar scope and nature; successful experience with EU or ADC funded projects is considered an asset;
  • Strong track record in the fields of sustainable economic development, value chain development, peace and reconciliation, and/or rural development sector in developing countries;
  • Proven experience with results-based project/programme management and in project cycle management (including monitoring and evaluation);
  • Sound understanding of donor procedures and rules applicable to funding received from large institutional donors, in particular with European Union external actions;
  • Experience in cooperation with governmental institutions in developing countries would be an asset;
  • Experience in market system development (formerly known as M4P) and/or participatory governance would be an asset;
  • Experience in using the DCED Standard for Results Measurement would be an asset;
  • Understanding of international development cooperation principles and quality standards, including cross-cutting issues is required;
  • Excellent written and oral communication/reporting skills in English and Portuguese are required; knowledge of German is an advantage;
  • Demonstrated gender, diversity and environmental competence; ability to integrate the gender perspective into tasks and activities;
  • Full proficiency in Microsoft Office 365 applications, especially Outlook, Word, Excel, PowerPoint and Teams applications;
  • Ability and willingness to travel within Mozambique and occasionally abroad;
  • Excellent interpersonal/social and communication skills;
  • Adherence to highest standards of ethics;
  • Self-motivation, and proactive working style
  • Ability to effectively coordinate a multi-disciplinary team of staff, experts and consultants;
  • Ability to work in multinational and multicultural environment.
  • Ability to understand the factors, root causes and dynamics that shape the behaviour of market systems
  • Ability to develop interventions and manage their implementation and/or their revision
  • Ability to build and maintain productive relationships with diverse Stakeholders
